I say laugh out loud, whenever you feel like it, wherever you are. Sometimes I bust out laughing just by thinking about something funny. One thing I think is hilarious...people falling. I know that seems horribly mean, but I can't help it. When someone falls (including me) my first reaction is to laugh. Sometimes people get mad and sometimes they laugh along, but it always turns out ok. So if you ever feel like laughing, don't hold it in...let it all out and enjoy!
